When attempting to activate a license with a version 16.5 activation ID an error is reported by the Hexagon Geospatial License Administration tool in the bottom-left corner that says “An error occurred starting the license service. Contact technical support.”
This error is usually fixed by stopping and restarting the license service. Try doing this using the Hexagon Geospatial License Administrator first. Click on the Server menu and select Stop License Service. Close and relaunch the Hexagon Geospatial License Administrator tool then click on the Server menu again and choose Start License Service.
Occasionally it has to be done using the system’s Control Panel. Windows Control Panel > Administrative Tools > Services. In the Services window look for “Intergraph Licensing Service” and stop it, then restart it again. After it is started launch the Hexagon Geospatial License Administrator again. If the problem continues reboot your system and try restarting it again.
If there is a firewall set up, a port must be specified for use by the license service. Open the Hexagon Geospatial License Administrator then click on the Server menu and select Configure License Service Port. In the Configure License Service Port dialog enter a number between 27000 and 27009 in the Port field and click OK. The license service should be restarted to use the specified port number. It is also imperative that the specified port is open and not being used by other Flexera based licensing services from other software vendors.
If you are using version 22.214.171.124 or earlier of the Hexagon Geospatial License Administrator you should download and install the latest version.
