Could not set workspace as starting workspace @ Admin.aspx (APOLLO 2016.1)

Customer reported "Could not set workspace as starting workspace @ Admin.aspx" problem in Apollo 2016.1, no such issue in Apollo 2016. Support could not duplicate this issue in their Apollo 2016.1 system, and customer provided workaround to fix this issue.

From Apollo portal http://Apollo-Server/Portal-Instance/apollopro.aspx, create worksapce from current map, and save it as public.
From http://Apollo-Server/Portal-Instance/admin.aspx, click on newly created workspace->Set for instance...->As starting Workspace, the Set as starting workspace should populate the current portal instance. Customer got the following error:

The reported workaround is:
[1] Prepare server with no Geospatial server product installed;
[2] Install Apollo 2016, and then 2016.1
[3] Install standalone Geospatial portal,
uninstall standalone geospatial portal.
[4] problem is resolved.
