@mheras thanks for the reply, you're the first (apart from me) answering a mobile question.
Actually, it's possible to debug the iOS app on Windows. It isn't possible to build an iOS app on Windows directly.
I haven't tried Windows Safari + iOS combination, but this one works https://www.genuitec.com/products/gapdebug/. This was my first try, but you will probably find other solutions by yourself.
