From what I can tell the LegendURL is generated automatically via the imagex service, so in the capabilities you get for example:
<LegendURL width="100" height="100"> <Format>image/jpeg</Format> <OnlineResource xmlns:xlink="http://www.w3.org/1999/xlink" xlink:type="simple" xlink:href="http://servername/erdas-iws/erdas/imagex/FOOPGR?request=image&type=jpg&layers=/FOO/SWWAmodFOO_4283_20190327c8.tif&style=default&sizex=100&sizey=100"/> </LegendURL>For our service we just need one static image (our own jpg file) served up for the legend, regardless of the layer displayed. I can't find anything in the console to alter this, is it possible to hack this elsewhere?

I have checked, the legend URL cannot be customized in APOLLO Core. This would be a feature enhancement.
You can submit an new idea in the Ideation board. You can also submit a support ticket for more information.
