What's the difference between your environment and the enviorment of your client?
In addition I would use a compare utility like WinMerge to find out if the content of both installation directories is the same.

Iam also have the same error for RaduConst while trying to add raster layer from geomedia access library or MSSQL2008 after applying the hotfix.

I managed to solve the issue by installing Oracle Client - 64 bit on the server.
I believe there is a bug with the hotfix that calls on oracle's oci.dll even though no connection to oracle is made on any features.
I hope we will see an official fix for this issue in the near future.

Looking at the log, the error is:
System.ApplicationException: Can't load requested DLL: C:\Program Files\Intergraph\GeoMedia SmartClient\Program\gdal\x64\plugins\ogr_OCI.dll.
Checking the dependencies of the ogr_OCI.dll it appears ogr_OCI.dll is dependant on OCI.dll that is delivered with the Oracle 64 bit client.
CR-Defect 1-RIPYY9 has been logged against GMSC 2016.

can you please clarify how you defined the feature? Even though the image is loaded from the file system the bbox should be stored in a database.

so the bbox is stored in a database. Is that oracle? The first connection is to done to check the bbox, so the error might be related to that.

The bbox is stored in the SQL Server Database.
There is nothing stored in oracle, no connection string to oracle on any feature or workflowconnection or site.
