I have installed JRE 32 bit version(jre8u131) for Symbology editor, but it is still redirecting to oracle site.
I am working on GMSC 2015 version sp4.
Any specific version of JRE need to be installed for symbology editor to work.

I think you need JDK instead of JRE. Also you need 32 bit version if you use 32bit web browser, and 64 bit version of JDK, if you use 64 bit browser. For the best performance, use Firefox or Chrome, don't use IE.

JRE is enough to run Symbology editor. Problem is with latest versions of Chrome and Firefox that have dropped support to NPAPI plugins (so Java applet included). The only way at the moment is to use a browser that still supports it.

It might be also worth to mention that GMSC 2016 does not require Java for defining new symbology as the editor was rewritten to HTML/JS.

Another solution - offered directly by Mozilla: https://www.mozilla.org/en-US/firefox/organizations/
From Oracle's website:
Mozilla offers an Extended Support Release (ESR) version of Firefox specifically for use by organizations who need extended support for mass deployments. Only Mozilla Firefox 52 ESR 32-bit release will continue offering support for the standards-based plugin support technology required to launch Java Applets. To see if you are using an ESR release, check the Firefox menu item (Help -> About) and looking for the "ESR" identifier.
