ECW For ArcGIS Server Version 10.1 is not checking out licenses after installation

ECW For ArcGIS Server Version 10.1 is not checking out licenses after installation, giving the following errors in the “service.log”  file in ArcGIS Server: 

“Error while starting AppServer.  Required port '4 000' already in use”


“ExecGroup-19:err:ERROR 1: ECW GDAL driver could not find valid license”



  1. Please make sure that you have downloaded and installed the correct software  for ECW for ArcGIS Server version. The “ECW for ArcGIS Server 2011 v11.0.2” is not the right product version for ArcGIS Server  version 10.1. That  version of ECW for ArcGIS is  for ArcGIS 10.0  and 9.3x.  For ArcGIS Server 10.1, the right product is : “ECW for ArcGIS Server 2013”, which can be downloaded from  our dowload web page.

 For  “ECW for ArcGIS Server 2013”, the correct  license file format is  with *.lic extension

 For “ECW for ArcGIS Server 2011 v11.0.2”correct license file format iswith *.elf extension.  

 3. Please check to see if the Composite ID  in the License Admin Tool is the same as given in the  license file provided.


  1. Use a different port number for Intergraph License, than what  ESRI license tool is using on the same machine.   Intergraph license tool can use port numbers from 27000 through 27009. If ESRI license tool is using 27000 in the same machine, then the user  should use any port numbers from 27001 through 27009. The license file can be edited  in a text editor for assigning  a different port number.


  1. Before adding the license file in the License Admin Tool, please do the following for clean-up process:


  1. Remove the license file from the License Admin Tools
  2. Delete the license file from: “C:\Users\Public\Intergraph\Licenses\”
  3.  Delete the “INGRTS_LICENSE_PATH” file from “C:\ProgramData\Intergraph\Licensing\”
  4. Go to Control panel  in Windows > Administrative tools > Services > and restart the FlexLm License tool


  1. Add the license file in the License Admin Tools.
  2. Restart ArcGIS Server from Windows > Administrative tools > Services .
  3. Create a Service in ArcGIS Server


After doing all the above steps, if still you are having problem, then please send us the license server log file. That log file  should provide some info on what is happening with the server when the problem occurs. The file is called 'erdasnet.log" and is located at c:\programdata\erdas\shared\licensing\ folder. Please attach that  file for review. It is best to get the file when the problem actually occurs.
