How does one compute the sigma value for Interior Orientation?

Answer

Sigma is equal to the square root of the (sum of the squares of the residuals divided by the degrees of freedom.)

In your example, the sum of the squares of the residuals is 217.89232. The DOF is 10 (16 observations minus 6 parameters for affine transformation). So if you compute the square root of (217.89232/10) you end up with ~4.7.
