How to specify a specific port for the Intergraph License Administration tool?
In order to specify a specific port to be used by the Intergraph License Service, launch the Geospatial License Administrator 2018 tool. Run the Server > Configure License Service Port menu command.
On the Configure License Service Port dialog, enter a number between 27000 and 27009 in the Port field.
The licensing service will be automatically restarted to use the specified port number.
Please ensure that the port specified is not being used by other Flexera based licensing services from other software vendors.

The server has not found anything matching the Request-URI. No indication is given of whether the condition is temporary or permanent.
If the server does not wish to make this information available to the client, the status code 403 (Forbidden) can be used instead. The 410 (Gone) status code SHOULD be used if the server knows, through some internally configurable mechanism, that an old resource is permanently unavailable and has no forwarding address.

For v2018 offline licenses, the license .lic files now appear to be located at C:\Users\Public\Intergraph\Licenses\Server
Can still edit the .lic file to specify the two different ports (VENDOR port and SERVER port).
Example - a client loaded their offline license files into Geospatial License Administrator. Received error message 'An error occured when trying to retrieve the usage summary for the license source 'xxxxx'. GeoMedia would also fail to start. Was able to manually edit the offline .lic file and specify the port for VENDOR INGRTS. Once that was set was able to restart the license service and it started working again as per v2016 licenses.
