About 5 years ago I picked up an copy of NominalMapScale.exe from one of the early forums, supplied 'as is, where is'.
NominalMapScale.exe sets the nominal scale in an csf file, otherwise webmap uses default nominal scale of 1:50000.
e.g. if setup GeoMedia Desktop to use Nominal scale of 1:500 and publish to an WMPS or WMS service, the service will display it as if nominal scale is 1:50000. The NominalMapScale.exe allowed the .csf used by the service to be updated to use a different nominal scale.
Does anyone happen to have updated NominalMapScale.exe or equiv to work with version 2018?

Worked it out - no longer need NominalMapScale.exe
C:\WebMap Publisher Projects\<WMPSServiceName>\connection\<WMPSServiceName>.csf has the correct nominal scale set
Can also save csf with desired nominal scale directly in GeoMedia Desktop
All the .csf files pre-provided in C:\Program Files\Common Files\Hexagon\Services\Instances\<WMPSServiceName>\CSF are available to the service by default but all have nominal scale set to 1:50,000. So if using different nominal scale (e.g. 1:1000) then need to update EPSGxxxx.csf in the CSF folder to have the correct nominal scale. Keep in mind EPSG3857.csf is the default coordinate system used by Portal.
