Hi Shaun,
I would think that Geospatial Server Administration Console should be running when WebMap Configuration Wizard runs, it uses that service internally.
IIS can be running too, but it's not required in order to configure the apps and app pools. It's safer to keep it offline as some of the services could get randomly requested, causing open handles on some files to be upgraded.
The upgrade instructions should be probably revalidated.

I am testing the Update 1 installation now and I noticed that the Geospatial Administration Console Service was started automatically, by the installer. So, the update instructions are rather correct, but they follow an optimistic scenario.
It could be that your AdminConsole service failed to start. You might want to check Event Log for an explanation why the AdminConsole service didn't start.

With the introduction of the "GeoMedia WebMap Publisher Remoting" Windows Service in the 2018 release, does this new service also need manually stopping prior to installing Update 1?

I didn't notice anything in the event viewer.
I should mention I'm using the silent installer. With version 2016 the silent installer didn't run the config wizard right (perhaps for an update - I don't recall) so I run the silent installer without the config option then initiate the config wizard GeoMedia WebMap\ConfigWizard\ConfigurationWizard.exe via cmd/c. Not sure if that would make any difference - shouldn't.
I'll update my script to start admin console and take the plunge with customers server. Let us know if others like Colins suggestion of remote need actioning as well.

Stop and restart the IISADMIN service, "IIS Admin Service"
Stop and restart the W3SVC service, "World Wide Web Publishing Service"
Install Patch
WARNING!!!: Check to be sure the Geospatial Server Administration Console Service is
running before proceeding with the Configuration Wizard.
Run the ERDAS APOLLO Configuration Wizard
